Overview
Subclass 491 (Skilled Work Regional — Provisional) is a 5-year provisional visa for skilled workers nominated by a state/territory or sponsored by a family member in a regional area. It is the common pathway for those whose SkillSelect score is short for 189/190 but who accept regional living.
Defining features:
- +15 SkillSelect points from state or eligible family sponsorship.
- 5 years provisional, must live/work/study in a designated regional area (condition 8579).
- 191 pathway: after 3 years regional + annual income threshold → eligible to lodge subclass 191 (Skilled Regional PR).
- Designated regional area: all of Australia EXCEPT Sydney/Melbourne/Brisbane.
491 is worthwhile when:
- Your occupation appears on a regional state nomination list.
- You accept living in Adelaide, Perth, Hobart, Canberra, or another regional area (not Sydney/Melbourne/Brisbane).
- You have a 5–8 year timeline (491 → 3 years regional → 191).
Detailed legal content (191 income threshold, condition 8579 enforcement, family sponsor eligibility list) needs verification against current rules. Book a consultation to map a realistic pathway.
