Subclass 491 (Skilled Work Regional — Provisional) is a 5-year provisional visa for skilled workers nominated by a state/territory or sponsored by a family member in a regional area. It is the common pathway for those whose SkillSelect score is short for 189/190 but who accept regional living.

Process

  1. 01

    Skill Assessment + English

    Same as 189/190 — assessing authority for your occupation, English test.

  2. 02

    EOI + state/family nomination

    Submit EOI for 491. Apply for state nomination OR an eligible family sponsor (specific relationship + residence requirements apply).

  3. 03

    ITA + visa application

    When nominated, EOI receives +15 points and an ITA is issued. Lodge within 60 days.

  4. 04

    Live regional + apply 191 after 3 years

    After ≥3 years living in the regional area + meeting annual income thresholds → eligible to lodge subclass 191 (Skilled Regional PR).

What happens if I don't make the 5-year deadline to 191?
The visa expires — you lose the right to stay. If you can't yet meet 191 criteria (less than 3 years regional or income threshold not met), you need another visa to maintain status. Plan the timeline from day one.
491 vs 190 — the trade-off?
190: PR immediately, can live in a major city. 491: provisional 5 years, must be regional, points threshold lower (+15 vs +5), clear 191 pathway. If your score is short for 190 but you accept regional living, 491 is the realistic option.
